Trevor L. Benn

Chairman

Responsible for Region #4 (Demerara-Mahaica) 

Trevor is currently the Chairman of the Committee of Management (CoM) of the Guyana Public Service Cooperative Credit Union (GPSCCU). From 2018 to 2021 Trevor held the position of Chairman of the Interim Committee of Management. At the Annual General Meeting held in 2021, he was elected with the highest votes and later became the Chairman of the Committee of Management. In 2024 at a Special General Meeting, Trevor again won the highest number of votes and returned as the Chairman of CoM for the second time. As chairman he led the transformation of the GPSCCU, bringing increased efficiency and improved facilities to its members. Most importantly, he oversaw the introduction of mortgages and vehicle loans for the first time in the history of the Credit Union.

Trevor is a former International Civil Servant and Development Practitioner. In this role, he served the United Nations Development Programme (UNDP) for approximately twelve (12) years. While working with UNDP he served in Afghanistan and South Sudan. He also travelled extensively across Africa, Europe, South America, and the Caribbean. He returned to work with the Government as the Commissioner/Chief Executive Officer of the Guyana Lands and Surveys Commission (GLSC) from 2016 to 2021. As the Commissioner/Chief Executive Officer, he managed the country’s public lands, rivers and creeks, oversaw the national survey control system, and coordinated between the various land agencies.

He served as the Vice Chairperson for the United Nations Convention to Combat Desertification (UNCCD) Conference of the Parties (COP) Bureau as well as its national focal point for four years. He also served as the Chairman of the Committee of the Whole (COW), 2019 and Chairperson of the Committee for the Review of the Implementation of the Convention (CRIC) 2019 – 2021.

Trevor has over twenty years of service to the Government of Guyana at various points and in different capacities, including, Deputy Regional Executive Officer for Guyana’s most populous region. He is a graduate of the University of Guyana where he pursued a bachelor’s degree in Public Management, a Graduate Diploma in Development Studies and a Master’s Degree in Public Administration.

Through his work with the Government of Guyana and UNDP, Trevor acquired considerable experience in the areas of Land Administration, Surveys, Global Information Systems, Fisheries, Agriculture, Local Government, Elections, Democratic Governance, Poverty Reduction and Environment, Climate Change and Sustainable Development.  He also has considerable experience in working with donor-funded projects across the spectrum and over time engaged with officials at the highest levels of Government in Guyana the Caribbean and across international organizations.

Trevor was a very active member of civil society serving on many committees and boards, including the National Youth Commission, National Youth Council, Partners of the Americas Guyana Mississippi Chapter, Caribbean Network for Rural Integrated Development, Caribbean Youth Environmental Network and Global Youth Action Network among countless others.

At a National, Regional and Global level, he represented civil society as a Regional Youth representative at several forums, including the World Youth Forum 1996, Millennium Development Summit 2000, and World Summit on Sustainable Development 2002 among others.
